Drejtues I Lartë Bilbil MEMA është diplomuar në Akademinë e Forcave të Armatosura në vitin 1982, si Oficer i Inteligjencës Ushtarake dhe në Akademinë e Policisë në vitin 1998. Ka kryer studimet Master në Sigurinë Kombëtare dhe mban gradën Doktor i Shkencave në Çështjet e Sigurisë Kombëtare.

Z. Mema aktualisht është Drejtor / Rektor i Akademisë së Sigurisë. Gjatë përvojës së tij policore ai ka punuar në poste të rëndësishme si Drejtori i Përgjithshëm i Policisë; Drejtor i Drejtorisë Vendore të Policisë; Shefi i forcave të Ndërhyrjes së Shpejtë; Nëndrejtori i Kolegjit të Policisë, Komandant në Gardën Kombëtare, etj.

Ai ka kryer trajnime akademike dhe profesionale si: Provimi pasuniversitar në filozofi; Lidershipi për Sigurinë dhe Sundimin e Ligjit në 2016; Trajner i Trajnuesit në 2016; Shkollimi i Policisë në BE, Policia Metropolitane - Mançester; Angli, 2001; Bashkëpunimi policor me Komunitetin, Suedi 2013; Trajnimi bazë i policisë, Michigan, SHBA 2016, etj.

Ai është autor i shumë botimeve të tilla si: libri "Lidershipi në Policinë e Shtetit" dhe disa Artikuj mbi menaxhimin e policisë, etj.
 Është vlerësuar me mbajtjen e Medaljes së Nderit në 2013 dhe 2017.
Nga 2002 ai është Drejtor i Bordit të OJQ "Konsorciumi Ndërkombëtar për Parandalimin e Krimit". Ai drejtoi grupin e themeluesve të shoqatës IPA - Albania në 2017 që bëri të mundur regjistrimin dhe funksionimin ligjor të saj.

Senior Leader of Police Bilbil MEMA is graduated at Armed Forces Academy in 1982, as Military Intelligence Officer and at the Police Academy in 1998.  He has received a Master Degree in National Security and PHD in National Security Issues.

Mr. Mema is working currently as the Director/Rector of the Security Academy. During his policing experience he has worked in important positions such as the General Director of Police; Regional Director; Chief of Rapid Reaction forces; Deputy Director of the Police College, Commander at National Guard, etc.   

He has conducted academic and professional trainings such as: Post-University Exam in Philosophy; Leadership for Security and Rule of Law in 2016; Train the Trainers in 2016; Police Schooling in EU, Metropolitan Police - Manchester; England, 2001; Police Cooperation with the Community, Sweden 2013; Basic Training of Police, Michigan, USA 2016

He is the author of many publications such as: the book "Leadership in State Police" and several Articles on police management etc. 

He has been awarded with Honor Medal Holder in 2013 and 2017

From 2002 he is the Board Director of NGO "International Consortium for Crime Prevention". He headed the group of IPA - Albania founders in 2017 that made possible the legal registration and functioning of it.
