Police Leader Enkeleda TOSKA is graduated with Honors at Albanian Police Academy in 1996. In 2005 Ms.TOSKA received the MASTER Degree for Public Administration from Nebraska and Tirana University at Economic Faculty.

During her 24 years of policing experience, she has worked in different police departments and several levels of police management. Ms.TOSKA has been involved in duties related to investigations on trafficking in persons, money laundry, smuggling in humans; works of art; as well as police international cooperation (National Bureau of Interpol Tirana); border and migration; Training the Trainers and Field Training Officers at Police Academy. She has actively participated in national and international activities representing Albanian Police Service.  
Ms.TOSKA attended successfully the professional education like the FBI National Academy, Virginia/Quantico in 2015; Northwestern University, International School for Public Security with Honors where received the Franklin  KREML  Award for Leadership in 2012; High Command Course (Police Advisory Mission of European Commission in Albania); and International Law Enforcement Academy in Hungary (ILEA); 

Besides all above mentioned she have actively been engaged in awareness campaigns for women recruitment in police; was the Head of Albanian State Police Women's Forum (part of the Union); The Chair of WPON in South Eastern Europe,  co-Coordinator of Region 15 of International Association of Women in Policing. In 2018 she was elected as Vice President of International Police Association (IPA) Albania and in 2021 she is running as the General Secretary of IPA-Section Albania
